Lebanon's mobile telecommunications sector developed in the 1990s and early 2000s as GSM networks spread across the country, connecting Beirut, other cities and many rural communities. The market initially featured multiple private operators, but in the mid-2000s the government consolidated the sector into two state-owned operators – Touch (managed by Zain Group) and Alfa (managed by Orascom Telecom) – operating under management contracts. This structure has remained in place, with both operators providing nationwide coverage and competing on service quality and innovation. 3G services were launched in the late 2000s, enabling mobile internet access that became increasingly popular as smartphones gained adoption. 4G LTE networks were deployed starting in the early 2010s, with operators investing in infrastructure to support growing data demand from video streaming, social media and business applications. Throughout this evolution, Lebanon's relatively small size, dense population centers and high per-capita income have facilitated efficient network deployment and strong service quality. However, the country has also faced economic crises, political instability and infrastructure challenges that have affected network operations and investment, though mobile services have generally remained functional and essential for daily life.

Lebanon's mobile market today is served by two state-owned operators – Touch and Alfa – both operating extensive 2G, 3G and 4G networks that cover virtually the entire population. 4G LTE is now the dominant technology for mobile data, providing reliable high-speed internet access across the country, including in many rural areas. Network quality is generally strong, with operators competing on coverage, speeds and service innovation despite the duopoly structure. The market is characterized by very high mobile penetration (over 100%), high smartphone adoption and strong demand for mobile data services, making mobile broadband accessible to a large portion of the population. Mobile networks support a wide range of applications, from social media and messaging apps to mobile banking and e-commerce, contributing to Lebanon's position as a digitally active society. However, economic crises, currency devaluation and infrastructure challenges have affected network investment and maintenance, leading to occasional service quality issues. While 5G trials have been conducted and spectrum has been allocated, commercial deployment has been delayed by economic and political factors. Nevertheless, mobile connectivity remains essential infrastructure in Lebanon, supporting daily communications, business operations and access to information despite the country's various challenges.
